Te have watched with a good deal of interest to learn exactly

the reasons the different belligerents have given for going to

Only one belligerent, Great Britain, has as yet made a

specific statement. Great Britain's reason was that Germany

intended to violate the neutrality of Belgium. In the course of

a statement made to Parliament, Mr. Asquith denounced certain

representations made just before the war started by Germany to

Great Britain regarding that matter as an "infamous proposal".

From what we have read about it, we are not clear as to just what

proposal of Germany's is alleged to be infamous, It seems that

when the imminence of war was realized in London, and it was

known that France would be involved, there were communications

between London and Berlin regarding the attitudes of Great Britam

and Gern my vis-a-vis each other. One point had to do with Great

Britain's relations with France, and another point had to do with

Great Britain's relations to Belgium. As to France, Great Britain

wanted an assurance that the German fleet would not attack the

coasts of France, and would not attempt operations in the Channel.

As to Belgium, Great Britain wanted Belgium's neutrality pre-

served absolutely. It appears that Germany would have acceded to

Great Britain's desires regarding France, even was willing to res

pect the colonies of France. But Germany said that strategical

in an effort to have Great Britain herself observe neutrality, is

passive regarding infringement upon Belgium's neutrality? We
